Programm für Text oder Werbeeinblendung Windows 10

Hallo,

Ich bin auf der Suche nach einem Programm, mit welchem ich auf einem Windows 10 PC einen Text / Logo in Laufschrift im Vordergrund einblenden lassen kann, während ein anderes Fenster geöffnet ist.

Vielleicht kennt jemand so ein Programm und kann mir hier weiterhelfen
